The requirements don’t list the target resolution or framerate, so it’s hard to say what these translate to. Either way, if you’re looking to play the game at higher settings, you’ll need something like a GTX 1060 paired with a Ryzen 5 5600X. The game isn’t graphically intensive, especially with the screenshots available, which is why something as old as a GTX 1060 should be fine. Though it does list a decent CPU, so it’s likely a CPU-bound title.

If you’re okay with turning down a few settings, you can get by on a GTX 660, paired with a Ryzen 3 2300X. Finally, you only need 10 GB to install Millennia, 16 GB of RAM is recommended.
